Jerarca de Educación: “No estamos propiciando una lucha entre el MEP y las universidades”
Anna Katharina Müller expresó su disposición a negociar el tema del FEES.
La jerarca del Ministerio de Educación Pública (MEP), Anna Katharina Müller Castro, exhortó a los rectores de las universidades estatales a debatir sobre el Fondo Especial para la Educación Superior (FEES) en la Comisión de Enlace y no en los medios de comunicación además les solicitó ser menos agresivos porque “el diálogo siempre ha estado abierto”.
Las declaraciones las brindó la noche de este lunes en la Cadena Nacional de Radio y Televisión.
“El gobierno nunca ha solicitado que se reduzcan las becas ni los servicios estudiantiles, el recorte no debe estar ahí. La negociación de un presupuesto es muy compleja cuando el dinero no nos alcanza las discusiones pueden volverse tensas, aunque no sea la intención de ninguna de las partes”, indicó la ministra.
“Nuestra Constitución prevé un solo presupuesto, uno solo que el Poder Ejecutivo debe repartir por ley entre más de 50 instituciones y eso incluye redes de cuido, preescolar, primaria, secundaria, colegios universitarios, CEN-CINAI, el INA y las universidades públicas”, agregó.
Müller indicó que entre el 2010 y el 2022 el monto asignado al FEES creció en un 15.1 % lo que significa un aumento de 221 millones de colones a 559 mil millones.
“Las limitaciones financieras del país nos están afectando, tomar decisiones por el bien de todos es una tarea compleja que solo se logra con el diálogo y una participación abierta. Siempre he reconocido y valorado la invaluable contribución de las universidades al desarrollo y al bienestar nacional, eso no está en duda, no puede empezar una negociación quitándole a uno para dárselo a otro”, sostuvo la jerarca.
Müller Castro insistió en que: “La transparencia en el uso de los recursos es clave el país, no solo demanda austeridad en el gasto sino un sano, equilibrado y eficiente balance de las finanzas públicas. No hay ningún interés en perjudicar a las universidades públicas, ni a ninguna otra institución educativa”, aseveró.
La ministra comentó que el MEP trabaja en varios puntos, algunos de ellos son:
Procurar una justa distribución del presupuesto.
Reducir algunos gastos para cubrir necesidades críticas.
Velar por los derechos de todos los estudiantes mantener una posición abierta y flexible en busca de la mejor solución.
Luchar por transparentar el uso del dinero público.
Beneficiar a quiénes más lo necesitan.
Müller recalcó que: “No estamos propiciando una lucha entre el MEP y las universidades, la negociación debe darse en la Comisión de Enlace y no en los medios de comunicación, no hace falta tanta agresividad, porque el diálogo ha estado siempre abierto. Confío en que logremos un entendimiento con los rectores porque debe prevalecer el diálogo”.
“Señores rectores y representantes de los estudiantes los esperamos mañana para continuar el diálogo sincero, franco, constructivo, como lo merece nuestro querido país. Luchemos juntos por la excelencia educativa en todos los niveles que por décadas han hecho brillar a nuestro país como la mejor herramienta para el desarrollo para eliminar la pobreza de miles de costarricenses y para abrir las puertas a las oportunidades”, finalizó.
Este martes los estudiantes de las universidades públicas se manifestarán en defensa de los recursos que el Estado debe girar al FEES.
