Cosevi finiquita detalles para realizar pruebas teóricas de manejo de forma virtual
Entidad trabaja en propuesta en conjunto con el TEC.
El Consejo de Seguridad Vial (Cosevi) ajusta detalles para realizar los cursos y pruebas teóricas de manejo de forma virtual a través de un convenio entre dicha dependencia y el Instituto Tecnológico de Costa Rica (TEC) a fin de que la institución educativa se encargue de la implementación de este modelo.
La idea del departamento de Educación Vial es que el curso se pueda realizar por medio de tutoriales en vídeo y luego realizar la prueba en remoto.
Dicha información fue confirmada por la directora a.i. del Cosevi, Jaqueline Ruiz, al periódico La Nación.
Ruiz, indicó al medio que el acuerdo entre las partes está listo y solo falta la aprobación de la Junta Directiva del Cosevi. Sin embargo, aún faltan por definir algunos detalles financieros y legales pues el plan requiere medidas de seguridad costosas.
“Lo que estamos proyectando es si tuviéramos un canal de YouTube donde la gente pueda llevar su curso virtual; pero todas las partes estamos abocados a la evaluación, ¿cómo va a ser?, ¿cómo tener certeza de que la persona que está detrás de la pantalla es la persona que va a ir a hacer la prueba práctica?”, explicó la funcionaria al rotativo.
“Porque esa es una gran responsabilidad, estamos dando un arma para que vaya a la calle y hay que garantizarnos que la persona que está detrás del monitor sea la persona correcta que esté haciendo el curso y la evaluación”, agregó.
La directora a.i. del Cosevi señaló que las opciones que hasta el momento se han valorado incluyen reconocimientos biométricos para los cuales se necesita un presupuesto adicional.
Otro de los temas que estudian en Educación Vial es la alta demanda que generará este nuevo sistema en las pruebas prácticas donde también enfrentan un gran problema desde hace varios años: la falta de personal.
“Lo que pasa es que si tengo esa virtualidad y tengo 24/7 abierto, mucha gente me va a llegar a la prueba práctica y si no tengo evaluadores volvemos a colapsar”, explicó la encargada de Educación Vial quien aseguró que en la actualidad el departamento de evaluación tiene un faltante de alrededor de 70 plazas.
Pese a que el servicio de emisión de licencias fue tercerizado, ese personal no puede usarse en las áreas donde se presenta el faltante pues no cumplen con los requisitos.
Tanto la Sala Constitucional como la Contraloría General de la República (CGR) han hecho un llamado al Cosevi para que realice mejoras tecnológicas en el sistema para obtener los cursos y pruebas teóricas de manejo.
Un fallo de la Sala IV ordenó realizar mejoras para garantizar que los usuarios puedan acceder a las citas, mientras que un informe de la CGR criticó las deficiencias del servicio.
La funcionaria indicó al medio que actualmente un equipo interdisciplinario atiende tanto el fallo de la Sala como lo ordenado por la CGR.
Como parte de la estrategia se realizó una gestión ante el Ministerio de Hacienda para obtener la habilitación de nuevas plazas.
