Gobierno instaura un impuesto a las 152 personas más ricas en Bolivia
El presidente Luis Arce aseguró que la nueva ley beneficiará a miles de familias bolivianas. El impuesto aplica para ciudadanos nacionales y extranjeros.
El presidente izquierdista de Bolivia,, promulgó este lunes un impuesto a las fortunas superiores a los 30 millones de bolivianos, (unos 2,300 millones de colones), y que alcanzará a 152 personas.
El mandatario, en el poder desde noviembre, dijo en Twitter que “para la redistribución de la riqueza en #Bolivia se promulga la Ley 1357 de Impuesto a las Grandes Fortunas.
Agregó que “el impuesto alcanzará apenas a 152 personas” y que “el beneficio llegará a miles de familias bolivianas”.

El mandatario firmó la norma, aprobada en los últimos días por el Congreso bicameral, controlado por el partido Movimiento al Socialismo (MAS) por amplia mayoría.
La ley establece porcentajes graduales para el pago de la alícuota: 1,4% para personas con riquezas de 30 millones a 40 millones de bolivianos (de 1,200 a 3,200 millones de colones); 1,9% de 40 millones a 50 millones (de 3,300 millones a 4,200 millones de colones) y 2,4% para fortunas mayores.
El impuesto será anual y permanente para todas las personas que vivan en Bolivia, incluso los extranjeros, y con bienes, depósitos y valores que tengan en el territorio nacional y en el exterior. Para ello, deberán hacer una declaración jurada.
La medida se aplica a personas naturales residentes en Bolivia, que tengan una permanencia en el país por más de 183 días durante los últimos 12 meses.
El ministro de Economía, Marcelo Montenegro, explicó que “las tasas efectivas se enmarcan en los parámetros promedio de otras economías de la región que aplican un impuesto similar y se guarda la plena confidencialidad de quienes son alcanzados con este impuesto.
Anteriormente, la autoridad del sector económico estimó que con la nueva norma se recaudaría unos 100 millones de bolivianos,(que equivale a 8,500 millones de colones).
Los partidos de la oposición y los empresarios habían manifestado sus observaciones a la norma, porque consideraron que es un desincentivo a las inversiones.
Los opositores propusieron, incluso, que lo recaudado por el impuesto sea destinado exclusivamente para la lucha contra el coronavirus que, de marzo a la fecha, causó más de 154.800 contagiados y más de 9.090 muertos, estadística que se encuentra en fase de alza.
