Diputada Álvarez presenta iniciativa para la atención de personas con enfermedades raras
Esta iniciativa busca asegurar un elevado nivel de protección de la salud frente a las Enfermedades Raras.
La tarde de este jueves la diputada del Partido Liberación Nacional (PLN), Andrea Álvarez Marín, presentó a la corriente legislativa el proyecto de ley “Prevención y atención integral de la salud de las personas con enfermedades raras para mejorar su calidad de vida y la de sus familias”.
Esta iniciativa exhorta priorizar la especial atención para la prevención, el abordaje óptimo y posibles diagnósticos, así como la promoción y atención temprana de los pacientes con enfermedades raras, entendidas estas como aquellas de baja incidencia en la población, pero potencialmente mortales.
De igual forma, propone la coordinación en cuanto a conocimiento, acceso a la información sobre dichas enfermedades, la detección temprana y precisa, la definición de un protocolo que contemple programas de prevención, la asistencia integral y multidisciplinaria para las personas afectadas por Enfermedades Raras (ER).
La experiencia internacional sugiere que es indispensable contar con un marco legal para la ER dentro de la política pública de Costa Rica. Así lo establece la Asamblea General de las Naciones Unidas (2021) que aprobó, de forma unánime, la primera resolución que insta a los países miembros a abordar los desafíos de las más de 300 millones de personas que viven con una enfermedad rara y de sus familias.
“Estoy muy ilusionada por presentar esta propuesta de ley, sobre todo porque se enfoca a una población que ha sido históricamente invisibilizada, por lo que este proyecto de ley ofrece una esperanza a todas estas familias que se han sentido frustradas y solas al ver a sus parientes sufrir estas enfermedades sin el apoyo óptimo requerido de parte del Estado costarricense”,indicó la diputada Álvarez.
Esta ley es un punto de partida para que el sistema de salud costarricense desarrolle y lleve a cabo las estrategias necesarias de atención sanitaria y social para las ER, y se constituya en una guía para implementar, coordinar e innovar los planes nacionales en prevención, diagnóstico, terapéutica, investigación, actualización, formación en materia de ER y vigilancia.
El despacho de la diputada Álvarez agradeció a las Organizaciones No Gubernamentales de las diferentes Enfermedades Raras, quienes fueron partícipes activos y propositivos en la construcción de esta propuesta legislativa.
