Rodrigo Chaves: cosas que no sabías del nuevo presidente de Costa Rica
Rodrigo Chaves Robles es el cuadragésimo noveno presidente de la República.
Este domingo el economista Rodrigo Chaves Robles, de 60 años, asumirá como cuadragésimo noveno presidente de Costa Rica en una ceremonia que se llevará a cabo en la Asamblea Legislativa.
En NCR Noticias le contamos algunos detalles destacados de su vida personal y profesional.
Vida personal
Rodrigo Alberto de Jesús Chaves Robles nació el 10 de junio de 1961 en San José.
De acuerdo con Costa Rica Medios su abuelo fue tapicero y su papá talabartero, sus abuelas se dedicaron a educar y criar ocho hijos cada una. Su mamá fue maestra de educación para el hogar, en la Escuela España y el Liceo de Moravia.
Perteneció a una familia numerosa, tanta que en la mañana hacían fila para ir al baño. Se crió con seis hermanas, en una casa humilde, donde hoy es el denominado barrio chino. Dice que nunca olvidará de donde viene. “Aquí dejé mi ombligo, aquí dejaré mis cenizas”, agrega.
Obtuvo su bachillerato, su maestría y su doctorado en economía en los Estados Unidos, en la Universidad del Estado de Ohio.
En los años en que vivió en Estados Unidos tuvo varios trabajos: vendió periódicos, fue traductor, aprendió inglés en solo tres meses y aceptó cualquier empleo para medio vivir. A punta de disciplina y sacrificio ganó el bachillerato, la maestría y el doctorado en economía. Estuvo en la lista de mejores estudiantes del Decano de Universidad cuando estaba sacando el bachillerato universitario. En ese tiempo la universidad tenía más de 65 mil estudiantes.
Hace 10 años contrajo nupcias con la economista de 50 años Signe Zeicate, quien es originaria de Letonia, habla cinco idiomas y es directora del “Programa para el Desarrollo de los Países Pobres” del Banco Mundial.
Fruto del amor de la pareja nació una hija a quién llamaron Isabella.
Trayectoria
Trabajó en el Ministerio de Hacienda de Costa Rica y en el Banco Mundial, donde se especializó en materia de políticas públicas transformadoras, operaciones de préstamo y productos de investigación y conocimiento.
Estableció influyentes relaciones de asesoramiento y negocios con los más altos niveles del gobierno, en el sector privado, la comunidad internacional y la sociedad civil en 42 países.
Entre sus habilidades destacan el liderazgo, el pensamiento estratégico, la innovación, la gestión de programas, presupuestos y manejo de equipos grandes de alto desempeño hasta la negociación de políticas públicas complejas.
Posee formación y experiencia profesional como economista con experiencia en macroeconomía, políticas públicas y finanzas.
Laboró en más de 42 países de América Latina y el Caribe, Europa del Este, Asia Central, Asia del Sur y Asia Oriental.

Licenciatura en Economía (1988).

Experiencia laboral
Ministro de Hacienda de la República de Costa Rica (diciembre 2019 – mayo 2020)
En Costa Rica, ocupó el puesto de Ministro de Hacienda, fue miembro de la Junta Directiva del Banco Central de Costa Rica, el Consejo Nacional de Supervisión del Sector Financiero, la Autoridad Presupuestaria y Consejo Nacional de Concesiones.
Banco Mundial, Director de País, Indonesia (2013 – 2019)
Mayor sucursal del Banco Mundial en el mundo fuera de Washington DC: posee 672 funcionarios y una cartera de 18.500 millones de dólares que financian una inversión de 32 proyectos en ejecución; con alrededor de 3.000 millones de dólares para nuevas inversiones anuales y 55 millones de dólares anuales de presupuesto para gastos propios.
Entre sus responsabilidades, además de representar al Banco Mundial y ser su vocero en el país incluían: liderar y administrar la sucursal; diseñar y negociar el apoyo técnico y financiero del Banco Mundial al país; asesorar a los más altos niveles de gobierno sobre cuestiones críticas de política pública; administrar la cartera de proyectos en ejecución; asegurar la calidad de las operaciones de préstamo y el trabajo analítico; fiscalizar y brindar fondos adicionales para programas gubernamentales apoyados por el Banco Mundial y la elaboración de un presupuesto operativo adicional para desarrollarlo por parte de los asociados.
Tenía una relación directa con gobiernos y sus presidentes, así como los gabinetes de ministros, gobernadores provinciales, jefes de política, el ejército, servicios de seguridad y agencias reguladoras financieras, con el fin de dirigir y participar en sesiones de trabajo de política pública.
Ha contribuido con políticas gubernamentales como: la eliminación de subsidios a los combustibles en 2014, reformas para facilitar la inversión del sector privado en el sector energético en el 2015, reducción de costos logísticos en el 2016, mejoramiento de la eficiencia del programa del Banco Mundial limpiando la cartera de inversiones de préstamos problemáticos y construyendo una nueva cartera de operaciones de préstamos transformacionales que pasaron de $400 millones a $ 1,400 millones en el primer año; generación de “plataformas” para proyectos del Banco Mundial, así como movilización de millones de dólares en recursos para el financiamiento de operaciones con su respaldo.
Director Sectorial, Reducción de la Pobreza, Reforma del Sector Público y Gestión Económica América Latina y el Caribe (2011 – 2013).
Sucursal compuesta por 180 funcionarios, con una cartera de préstamos de hasta $6.000 millones anuales, 30 millones de dólares de presupuesto anual, que abarcaba a 35 países de la región.
Entre sus funciones se encontraba: monitoreo de la gestión macroeconómica, la reforma del sector público, abordaje de la pobreza y el género y la distribución de ingresos, así como sus efectos globales en las políticas públicas y la política electoral.
Desarrollo de programas innovadores para la prestación de servicios públicos básicos asociado a tecnologías de la información. Redujo el costo del monitoreo macroeconómico mejorando su calidad y oportunidad de forma simultánea. Generó el diseño de una cartera de préstamos regionales, incluido el primer préstamo del Banco Mundial a un gobierno municipal: $1.000 millones a la ciudad de Río de Janeiro, Brasil.
Gerente Sectorial, Unidad de Política Económica Región de América Latina y el Caribe (2008 – 2011)
Sucursal compuesta por 50 funcionarios profesionales, con una cartera de préstamos de $4.000 millones de préstamos anuales y $17 millones de presupuesto anual.
Entre sus funciones se encontraba: gerenciar el equipo de economistas macro y fiscales que trabajan en ALC. En un año, transformó una unidad de bajo rendimiento en una reconocida con el Premio a la Excelencia de la Región de ALC en 2009.
Dirigió la respuesta del Banco Mundial a la recesión de 2008 y a la crisis mundial de los precios de los alimentos y los productos básicos.
Diseñó un sistema de vanguardia para llevar a cabo la macrovigilancia para los 35 países de la región y a nivel mundial. Recibió el “Premio a la Diversidad e Inclusión” del Grupo Banco Mundial por su extraordinario apoyo al desarrollo profesional y al trato respetuoso del personal femenino.

• Economista Principal de País para Turquía y Líder de Programa para la Reducción de la Pobreza, la Gestión Económica, el Sector Financiero y el Desarrollo del Sector Privado. Responsable de diseñar y negociar los préstamos de apoyo presupuestario del Banco Mundial al país y de coordinar con el equipo del FMI. Con sede en Ankara. 2004 – 2008.
• Economista Financiero Líder y Líder de Equipo para programas de desarrollo del sector privado y financiero en Europa del Este y Asia Central. Overall líder de las evaluaciones conjuntas del sector financiero del Banco Mundial y el FMI de los países de la región, así como de los equipos de préstamos que prestan operaciones de apoyo presupuestario. 2004 – 2008.
