Expresidente Solís: “Enhorabuena que se investiga un perverso núcleo de corrupción”
Exmandatario asegura que los diputados son los culpables de mantener el Conavi en funcionamiento.
El expresidente de la República, Luis Guillermo Solís (2014-2018) se defendió por no haber cumplido con una de sus promesas de campaña: ponerle candado al Consejo Nacional de Vialidad (Conavi) y responsabilizó por esto a los diputados que integraban la Asamblea Legislativa durante su gestión.
De acuerdo con el exmandatario, la solución fue presentada por su administración bajo el expediente N°19.900 que buscaba cerrar el Conavi y en su lugar crear el Instituto Nacional de Infraestructura Vial.
“Al iniciar mi gobierno nos empeñamos en cuidar y dinamizar el desarrollo de obra vial. Sabíamos que debíamos transparentarla sin detenerla, y hacerla eficiente garantizando el cumplimiento de la ley y la protección del interés público”, agregó.
Además, el expresidente indicó que: “Al igual que otros gobiernos, enfrentamos un sistema perverso lleno de trabas y complejidades burocráticas históricas que nos llevó a plantear a la Asamblea Legislativa el cierre del Conavi y la creación del Instituto Nacional de Infraestructura Vial (Expediente 19.900), y a iniciar acciones contra corruptos sospechosos de cometer actos ilegales”.
La iniciativa además planteaba la transformación del Consejo Nacional de Transporte Público (CTP) en la Autoridad Nacional de Transporte Público, que luego pasaría a ser un órgano de desconcentración mínima del Ministerio de Obras Públicas y Transportes (MOPT).
Las declaraciones de Solís se dan un día después de que la Fiscalía General de la República en conjunto con el Organismo de Investigación Judicial (OIJ) realizara la mañana de este lunes 57 allanamientos, incluyendo Casa Presidencial, el Ministerio de Obras Públicas y Transportes (MOPT) y el Consejo Nacional de Vialidad (Conavi) por el denominado “caso Cochinilla”.
En este caso se investiga a funcionarios del Gobierno y de empresas privadas por la supuesta malversación de fondos públicos destinados a obra pública, por un monto superior a los 78 mil millones de colones.
Hasta el momento 30 personas han sido detenidas por el caso.
