Rodrigo Arias sobre jornadas 4-3: “Es un proyecto que quisiera tratar de revivir de la mejor forma”

El presidente de la Asamblea Legislativa, Rodrigo Arias, aseguró que buscará revivir el proyecto de jornadas 4-3, eso sí con un nuevo texto.
Recordemos que la Sala Constitucional de la Corte Suprema de Justicia determinó que el proyecto de ley 21.182 que pretendía instaurar en el país las jornadas 4-3 (trabajar por 12 horas durante cuatro días a cambio de tres de descanso) presenta un “vicio sustancial de constitucionalidad en el procedimiento legislativo al haberse reasignado el proyecto de ley a otra comisión legislativa”.
Por lo tanto, fue declarado como inconstitucional y no podrá convertirse en ley a menos de que se subsane el problema indicado.
“Si ese proyecto se vuelve a someter, así como está ahora, volverá a generar un enfrentamiento, le presentarían miles de mociones y no vamos a avanzar mucho sobre eso”, declaró el diputado a El Observador.
“Me voy a ofrecer para conversar con todas las fracciones, con algunos sectores sociales, empresariales y ver si podemos construir algo sensato, reducido, más práctico, que realmente pueda satisfacer las necesidades urgentes que tiene el país de que la inversión extranjera no se sienta limitada”, añadió.
Arias, quien está a favor de la iniciativa, manifestó su derecho de revivirla pero no con el texto que se discutió en las pasadas sesiones extraordinarias y que los magistrados rechazaron.
“Es un proyecto que yo quisiera tratar de revivir de la mejor forma, buscar consensos porque creo en el fondo del proyecto. La solución no es decir, por un lado, que se va a analizar presentar el mismo proyecto, que es rechazado por un grupo. Lo ideal sería construir algo, concertar algo que logre el mismo propósito para el país, pero que quite la serie de dudas que existen”, explicó el legislador.
“Volver a convocar el mismo proyecto, aunque haya consenso entre tres o cuatro fracciones no resuelve el problema”, agregó.
El diputado liberacionista aseguró que apoya el proyecto porque Costa Rica necesita de más inversión extranjera.
“Empresas como Intel tienen que quedarse en el país y otras más que están en lista por decidirse para venir”, indicó.
