Recortes al IAFA, Cruz Roja y Cen-Cinai: Diputados Denuncian Aumentos en Gastos Protocolarios
En una sorprendente vuelta de los acontecimientos, el presupuesto propuesto para el Ministerio de Salud en 2025 ha generado controversia por los significativos recortes aplicados a instituciones clave como la Cruz Roja, el Instituto sobre Alcoholismo y Farmacodependencia (IAFA), y la Dirección Nacional de Centros de Educación y Nutrición y de Centros Infantiles de Atención Integral (Cen-Cinai). Mientras tanto, se han previsto aumentos considerables en partidas destinadas a gastos protocolarios, viajes y transporte para funcionarios de la cartera.
Recortes Impactantes en el Presupuesto de Salud
El monto total propuesto para el presupuesto del Ministerio de Salud en 2025 alcanza los ¢385.224 millones, lo que representa un incremento del 6,6% respecto a los ¢361.316,20 millones del 2024. Sin embargo, este aumento global es eclipsado por los drásticos recortes aplicados a varias instituciones cruciales.
Reducción de ¢1.126 Millones para Cen-Cinai
Uno de los ajustes más preocupantes afecta a los Centros de Educación y Nutrición y Centros Infantiles de Atención Integral (Cen-Cinai), con una disminución de ¢1.126 millones en la partida para la adquisición de bienes y servicios. La propuesta del Poder Ejecutivo justifica este recorte argumentando que no se necesitan nuevos equipos, como utensilios de cocina o mobiliario. No obstante, la diputada Paulina Ramírez ha expresado su inquietud por el impacto que esto podría tener en la alimentación de los niños, especialmente en la distribución de alimentos esenciales como leche en polvo y productos frescos.
Disminución del Presupuesto del IAFA en ¢2.264 Millones
El Instituto sobre Alcoholismo y Farmacodependencia (IAFA) también enfrenta un recorte significativo de ¢2.264 millones, lo que representa una reducción del 18,10%. Este ajuste ha sido atribuido a problemas en la ejecución presupuestaria y a la falta de recursos provenientes de la Ley de Impuesto sobre Bebidas Alcohólicas. La diputada Ramírez advirtió que este recorte pone en riesgo los programas de atención, rehabilitación y tratamiento para personas con problemas de alcoholismo, farmacodependencia y tabaquismo.
Impacto en la Cruz Roja y Aumentos en Gastos Protocolarios
La Cruz Roja Costarricense también se ve afectada por una reducción de ¢500 millones en las transferencias provenientes del Impuesto Único a los Combustibles. El diputado José Pablo Sibaja ha manifestado su frustración con esta medida, recordando que el año anterior se había revertido un recorte similar. Sin embargo, la administración actual no ha restituido los fondos a la institución.
Mientras tanto, el presupuesto para 2025 incluye aumentos notables en partidas para gastos protocolarios y viáticos. Los gastos en actividades protocolarias se incrementan de ¢10,70 millones a ¢132,60 millones, un aumento del 1.166%. Los viáticos al exterior también se disparan de ¢600.000 a ¢6,10 millones, un aumento del 919%. Los servicios profesionales jurídicos y el transporte en el exterior también experimentan incrementos sustanciales.
La ministra de Salud, Mary Munive, defendió estos aumentos argumentando que el país asumirá la presidencia Pro Tempore del Consejo de Ministros de Salud de Centroamérica y República Dominicana, lo que requerirá una mayor asignación presupuestaria para actividades internacionales.
