Nogui Acosta: “¿Por qué los costarricenses tenemos que financiar la universidad a gente con capacidad de pagar?”
En una entrevista en el programa La Entrevista del medio digital El Mundo CR, el ministro de Hacienda, Nogui Acosta, expuso varias diferencias con los rectores de las universidades públicas sobre la gestión de los recursos del Fondo Especial para la Educación Superior (FEES).
Acosta destacó que, aunque existe una disposición constitucional que garantiza fondos a las universidades, se ha generado un debate sobre la forma en que estas manejan sus ingresos.
Según Acosta, las universidades cuentan con una fuente de ingresos conocida como “vínculo externo”, pero esos recursos no son reintegrados al Estado, sino que son utilizados internamente, lo que provoca que el gobierno deba destinar más fondos al FEES.
“Es como un hijo que consigue trabajo y, en lugar de dejar de pedir ayuda, sigue exigiendo más”, expresó el ministro.
El jerarca también mencionó que las universidades están exigiendo que se mantenga el valor real del presupuesto en comparación con el año anterior, lo que considera injusto si se toma en cuenta que otras áreas de la educación, como la primaria, secundaria y educación de adultos, deben enfrentarse a recortes. “Todos debemos sacrificarnos, incluyendo las universidades”, subrayó Acosta.
El ministro criticó además la exclusividad y diferenciación salarial entre empleados de universidades públicas y otras entidades del Estado.
“Las universidades se declararon exclusivas y excluyentes. ¿Cuál es la diferencia entre una secretaria que está en el Ministerio de Hacienda y una secretaria que está en la Universidad de Costa Rica?, ¿o un chofer?, ¿o un misceláneo?, bueno tienen salarios diferentes, y muy diferentes”, indicó el jerarca.
“¿Qué hace que los costarricenses tengamos que financiar universidades en donde se educa gente con capacidad de pagar?”, cuestionó, poniendo en duda la justicia del actual esquema de financiamiento universitario.
