Funcionario del Conavi autorizó a MECO usar mezcla asfáltica vencida
El material defectuoso se colocó en distintas vías del país.
Un ingeniero del Consejo Nacional de Vialidad (Conavi) encargado de verificar la calidad de los insumos y trabajos en las carpetas asfálticas contratadas a la constructora MECO autorizó a dicha empresa utilizar una mezcla asfáltica vencida en obras viales.
Esa información se desprende de las conversaciones recopiladas por la sección de Anticorrupción del Organismo de Investigación Judicial (OIJ) dentro de la causa del expediente 19-000025-1218-PE sobre el caso “Cochinilla” en el que se investiga a funcionarios del Gobierno y de empresas privadas por la supuesta malversación de fondos destinados a la construcción de obra pública.
Según recoge una publicación del medio CRHoy, el viernes 29 de mayo del año anterior, el gerente de MECO le explicó al colaborador de Conavi que en la planta de Guápiles tenían una mezcla asfáltica próxima a vencer y que por ineficiencias a lo interno de la empresa no se presentó a tiempo la solicitud de permisos para su utilización, así que le solicitó colaboración para que le brindara una aprobación urgente.
La fecha de vencimiento de la mezcla era el 30 de mayo. A partir de ese momento no se podía usar porque exponía a las obras de menor calidad y durabilidad. Además, significaba un peligro para los conductores que manejan por esas carreteras.
Abel González (MECO): Mirá, te llamaba por esto, vos crees que haya posibilidad que me podás ayudar con el visto bueno del… que se nos venció el diseño de la mezcla con polímero en Guápiles, parece que hasta ayer te presentaron todo… estos guevones, se vence el 30 (domingo) puta, hasta que da cólera mae.
Ingeniero Carvajal (Conavi): Mae vieras, eso le iba a decir…
Abel González (MECO): (…) cómo es posible que se vence el 30 de mayo, puta, desde el 15 o principios de mes lo hubieran presentado (…) bueno hagamos una cosa, dígale a Saúl (gerente de calidad de MECO) que me lo mande y yo le doy seguimiento aquí y di Dios lo permite el mismo lunes lo revisamos.
Abel González (MECO): ¿Te lo mando al correo?
Ingeniero Carvajal (Conavi): Para cuando llegue, ya tenerlo revisado (…) yo con mucho gusto lo reviso.
Abel González (MECO): Bueno gracias mae…
“El tema del polímero vencido en Guápiles, (…) debe tener algún tipo de repercusión negativa en la durabilidad o eficiencia del asfalto, que se va a colocar en las carreteras, siendo que al tener una fecha de vencimiento del Elvaloid (polímero que se le aplica a las mezclas asfálticas), de aplicarse a posterior, se pierde su efectividad, o en su defecto si ya la mezcla fue preparada con el producto y no se añadió en el tiempo establecido, este puede asentar en el fondo provocando que pierda su efectividad”, indica el informe que proporcionó el Laboratorio Nacional de Materiales y Modelos Estructurales (LANAMME).
Los analistas del Organismo de Investigación Judicial (OIJ) consideran que el proceder del funcionario al permitir que se utilizara una mezcla asfáltica vencida es grave, ya que se colocó en varias carreteras del país y causa posiblemente un daño enorme a la Hacienda Pública.
