Chaves VS Diputados: La polémica por el hospital de Cartago no termina
El presidente Rodrigo Chaves ha vuelto a encender el debate sobre la viabilidad del terreno seleccionado para la construcción del nuevo hospital de Cartago, generando roces con la Asamblea Legislativa. Chaves, en un Consejo de Gobierno realizado en Cartago, expresó que el lote en El Guarco es inadecuado para edificar el hospital, ya que, según él, representa un peligro para cientos de vidas debido a posibles desastres como derrumbes e inundaciones.
El mandatario criticó a quienes, en sus palabras, “insisten en construir una obra de ¢180 mil millones en un terreno que podría desencadenar una tragedia”. Además, apuntó que la empresa a cargo del proyecto no está registrada en el Colegio Federado de Ingenieros y Arquitectos (CFIA) y tiene deudas con la Caja Costarricense de Seguro Social (CCSS).
¿Por qué vuelve la controversia?
El alcalde de Cartago, Mario Redondo, había solicitado al Gobierno que comenzara con las obras del nuevo hospital y pidió la apertura de más centros de salud en el cantón central, lo que reavivó el pleito sobre el lote. En respuesta, Chaves cuestionó si la insistencia en usar ese terreno tenía que ver con intereses de personas influyentes de la zona que podrían beneficiarse.
Diputados responden con fuerza
Mientras Chaves lanzaba sus críticas, los diputados de oposición no se quedaron callados. Paulina Ramírez, del Partido Liberación Nacional (PLN), fue contundente al señalar que el presidente está mintiendo sobre el proyecto. «Este hospital ya fue adjudicado con todos los requisitos técnicos y científicos. Cartago no puede esperar más, Chaves está jugando con la vida de las personas», afirmó Ramírez.
Otros legisladores como Johanna Obando, del Partido Liberal Progresista (PLP), también reprocharon la actitud del presidente, recordando que ni un solo diputado de oposición asistió al Consejo de Gobierno en protesta por los constantes ataques de Chaves hacia la Asamblea Legislativa.
¿Qué dicen los estudios técnicos?
A pesar de las objeciones del presidente, varias entidades han respaldado la viabilidad del terreno en El Guarco. La Secretaría Técnica Nacional Ambiental (Setena) y el Colegio Federado de Ingenieros y Arquitectos (CFIA) han asegurado que el lote cuenta con las condiciones necesarias para avanzar con la construcción. Incluso, la Auditoría Interna de la CCSS ha señalado que el proyecto cumple con los requisitos establecidos en la licitación.
El CFIA y el Colegio de Geólogos coincidieron en que los estudios realizados hasta ahora son suficientes para justificar la continuación de las obras. Según el CFIA, detener el proyecto carece de fundamentos técnicos sólidos, y la obra ha sido diseñada conforme a normas sísmicas y geológicas vigentes.
La obra que beneficiará a miles
El nuevo hospital Dr. Max Peralta, que tendrá un costo superior a los ¢161 mil millones, está destinado a mejorar la atención de más de 600 mil personas en Cartago y la región de Los Santos. Sin embargo, el enfrentamiento entre el Ejecutivo y la oposición sigue retrasando el inicio de las obras, mientras la población espera una solución definitiva a este conflicto que parece no tener fin.
