Guatemala: Congreso suspende aprobación de presupuesto que desató protestas
Luego de que manifestantes encapuchados ingresaron al Congreso y le prendieron fuego con antorchas.
El Congreso de Guatemala suspendió la madrugada de este lunes un polémico presupuesto para el próximo año, cuya aprobación desató protestas en las que manifestantes incendiaron la sede del Congreso el sábado 21 de noviembre, informó el presidente del organismo, el oficialista Allan Rodríguez.
“Con la finalidad de mantener la gobernabilidad del país y la paz social, hemos acordado suspender el trámite del presupuesto de ingresos y egresos del Estado y del Organismo Legislativo 2021”, manifestó el parlamentario en un mensaje a la nación por el canal del Congreso.
Sin embargo, el presidente del Congreso no se refirió a los cambios que se realizarán al mismo para su envío al presidente de Guatemala, Alejandro Giammattei, antes de diciembre, como contempla la ley.
Además, la diputada de oposición, Lucrecia Hernández Mack, advirtió en un mensaje en sus redes sociales que legalmente “ni la Junta Directiva (del Congreso) ni sus bloques tienen la potestad de archivar una ley aprobada por el pleno”, e instó a la población a no dejarse engañar por las autoridades parlamentarias.
La aprobación del presupuesto el pasado miércoles 18 de noviembre, a las 5.30 a. m., provocó un malestar en la población, que se tradujo en las manifestaciones del sábado, convocadas durante la semana para expresar el rechazo al Congreso.
Dicho presupuesto, aprobado por 115 de los 160 legisladores bajo estrictas medidas de seguridad con cierre de varias calles a la redonda, ha sido descrito como “opaco” por legisladores de oposición que indicaron que nunca tuvieron acceso al documento.
Además, según expertos, el presupuesto presenta amplias reducciones para temas sanitarios y de derechos humanos.
La quema del Congreso
Las instalaciones del Parlamento fueron quemadas entre un 15 y 20% -a la espera de confirmación por las autoridades- el sábado por cientos de manifestantes encapuchados que asaltaron el Congreso y le prendieron fuego con antorchas.
Tras diez minutos de caos en el que los manifestantes destruyeron parte de las instalaciones, las fuerzas de seguridad limpiaron la zona y los cuerpos de socorro apagaron el incendio.
El presidente Giammattei compareció públicamente por última vez el viernes por la tarde y, desde entonces, solo se ha referido a los incidentes del sábado en un mensaje en redes sociales en el que indicó que “se tiene el derecho de manifestar conforme la ley”, pero “tampoco podremos permitir que se vandalice con la propiedad pública o privada”.
La crisis política se hizo más grande para Giammattei cuando su vicepresidente, Guillermo Castillo, le pidió el viernes en rueda de prensa que renunciaran en conjunto para “oxigenar” Guatemala, ya que “el país no se encuentra bien”.
