Fondo de Apoyo para Arroceros Avanza: Conarroz Celebra Decisión Legislativa
La Corporación Arrocera Nacional (Conarroz) mostró su satisfacción luego de que la Comisión de Asuntos Agropecuarios de la Asamblea Legislativa aprobara un proyecto de ley que creará un fondo económico para ayudar a los productores de arroz, afectados por la polémica «Ruta del Arroz», una política impulsada por el presidente Rodrigo Chaves.
Este fondo, denominado Fondo de Competitividad y Auxilio Arrocero (Fonarroz), busca ofrecer respaldo financiero a los agricultores que han visto sus ingresos mermados, con el objetivo de reactivar la siembra y asegurar un precio justo para las cosechas. Fernando Araya, director ejecutivo de Conarroz, subrayó la urgencia de este apoyo, destacando que la superficie dedicada a la producción de arroz en el país se ha desplomado en los últimos dos años, pasando de 35,000 hectáreas a tan solo 13,700.
Impacto en la Producción Nacional
Araya enfatizó la gravedad de esta disminución, señalando que no solo los agricultores se benefician de esta medida, sino que es algo de interés nacional. «No es solo una victoria para el sector arrocero, sino para todo el país. Garantizar entre 18,000 y 20,000 hectáreas de arroz producidas localmente es vital para nuestra seguridad alimentaria», explicó.
El proyecto de ley, identificado como el expediente legislativo 24.211, propone financiar el fondo con aranceles a las importaciones de arroz. En concreto, se aplicarían tarifas de $25 por tonelada métrica de arroz en granza importado y de $39,4 por tonelada de arroz procesado. También se gravaría la producción nacional con un tributo de $25 por cada tonelada de arroz en granza.
Seguridad Alimentaria en Tiempos de Crisis
El director de Conarroz destacó que la pandemia, la crisis global de los contenedores y la situación geopolítica actual subrayan la importancia de que Costa Rica cuente con una base sólida de producción local. «No podemos perder nuestro arroz tico», insistió Araya, enfatizando la necesidad de autosuficiencia en tiempos de incertidumbre.
Tras ser aprobado en comisión, el proyecto de ley pasará al Plenario Legislativo para ser discutido y sometido a votación en dos debates reglamentarios, lo que determinará si finalmente se convierte en ley.
