Plan para Eliminar Impuestos Se Estanca en el Congreso: ¿Qué Está Impidiendo el Avance?
El debate sobre la eliminación de más de diez impuestos está en un punto muerto en el Congreso, generando frustración entre los proponentes de la reforma. La propuesta de ley 23.177, conocida como «Simple I», que busca eliminar impuestos de baja recaudación, enfrenta serias dificultades para avanzar, según Eliécer Feinzaig, diputado del Partido Liberal Progresista (PLP).
Feinzaig, impulsor de la iniciativa, ha denunciado que el Gobierno está bloqueando el avance del proyecto. A pesar de que «Simple I» ya llegó al plenario, ha enfrentado múltiples mociones y será devuelto a la Comisión de Hacendarios. Feinzaig critica que, mientras el Ejecutivo promueve en campaña la reducción de impuestos, en la práctica no se avanza en esa dirección.
La ley pretende derogar impuestos relacionados con el destace de ganado, municipalidades, jabones de tocador, exportaciones de carne y timbres, entre otros. Aunque algunos acuerdos se han alcanzado en relación a ciertos impuestos, persisten dudas y resistencia en otras áreas. Feinzaig afirma que originalmente se planeaba eliminar 13 impuestos, pero ahora se enfrentan a obstáculos debido a la oposición del Gobierno.
Reformas del Estado en la Mira
El diputado también ha señalado que la bancada afín al Gobierno está frenando proyectos de reforma del Estado. Durante el periodo de sesiones extraordinarias, iniciativas para el cierre de entidades como la Refinadora Costarricense de Petróleo (Recope) y el Consejo Nacional de Producción (CNP) no fueron convocadas. Feinzaig sostiene que el Gobierno ha utilizado la comisión de reforma con fines “politiqueros”, obstruyendo el avance de proyectos que podrían modernizar y simplificar la estructura estatal.
Además, el legislador critica que algunas propuestas, como la fusión de ministerios económicos y entidades del sector productivo, tampoco han sido convocadas. Estas iniciativas, según Feinzaig, fueron diseñadas para optimizar el gasto público, pero han sido bloqueadas en el proceso legislativo.
Posición del Gobierno
Por otro lado, Pilar Cisneros, congresista oficialista, ha respondido a las críticas afirmando que la propuesta de Feinzaig pondría en riesgo las finanzas del Estado. Según Cisneros, la eliminación de impuestos como el del jabón de tocador, que genera cerca de ¢4.000 millones al año, no tendría un impacto significativo en la conducta de los consumidores.
Cisneros también desmiente las acusaciones de obstrucción a proyectos de reforma del Estado, afirmando que el Gobierno ha presentado numerosas iniciativas que han sido revisadas por la Comisión, pero que no han avanzado. La congresista asegura que algunos de los proyectos propuestos buscan simplificar y unir instituciones, lo cual ha sido bloqueado por razones que desconoce.
