Auditoría revela deficiencias del MEP en escuelas unidocentes
El Ministerio de Educación Pública (MEP) enfrenta serias dificultades para asegurar que el plan de estudios se cumpla en las escuelas unidocentes del país, según una auditoría de la Contraloría General de la República. El análisis mostró que estas escuelas, especialmente en zonas rurales, reciben menos asignaturas complementarias en comparación con otras instituciones educativas cercanas.
La investigación señala que solo el 35,1% de las escuelas unidocentes ofrecieron educación física en 2022, en contraste con el 63,1% de las escuelas no unidocentes en la misma zona. La diferencia es aún mayor en materias como educación musical, donde solo el 20,4% de las unidocentes ofrecieron esta asignatura, frente al 43,8% de las no unidocentes.
Brechas en calidad educativa
La Contraloría atribuye estas disparidades a la ubicación geográfica de los centros educativos y al tipo de modalidad de enseñanza. La cobertura de materias especiales es mucho menor en distritos con bajo Índice de Desarrollo Social (IDS), en comparación con los distritos de alto IDS. Este fenómeno refleja un patrón preocupante de desigualdad en la calidad de la educación que reciben los estudiantes, lo que requiere acciones urgentes para equilibrar las oportunidades en todo el país.
Este problema no se limita a las escuelas unidocentes. En los colegios, el número de lecciones impartidas en la educación diversificada también varía considerablemente. Las telesecundarias, por ejemplo, ofrecen 34 lecciones, mientras que los colegios científicos, humanísticos y liceos laboratorio imparten 50, y los liceos experimentales bilingües alcanzan 53 lecciones.
Además, los liceos rurales no cubren las tres asignaturas de ciencias (física, química y biología), limitándose a impartir solo biología. Esto agrava la situación en las regiones más alejadas del Gran Área Metropolitana (GAM), donde las oportunidades educativas son aún más limitadas.
Baja cobertura y estancamiento
El IX Informe del Estado de la Educación 2023 también refleja la baja cobertura curricular en muchas escuelas del país, especialmente en las ubicadas fuera del GAM. Las cifras revelan que el 66% de las escuelas de baja cobertura se encuentran en la Zona Norte-Norte, el 70% en Grande de Térraba y el 90% en Sulá. En cambio, las regiones de Heredia y San José registran mayores niveles de cobertura curricular, alcanzando porcentajes cercanos al 50%.
Dagoberto Murillo Delgado, investigador del Estado de la Educación, subraya la urgencia de cerrar estas brechas educativas. Señala que, si no se actúa con rapidez, Costa Rica necesitaría al menos 60 años para lograr que un tercio de las escuelas ofrezcan el currículo completo.
Actualmente, las instituciones educativas del país se dividen en tres grupos según su cobertura:
- Baja cobertura (38%): No ofrecen materias complementarias en un 80% de los casos.
- Cobertura intermedia (51%): Brindan una o dos materias adicionales en el 70% de los casos.
- Alta cobertura (100%): Ofrecen cinco o más asignaturas complementarias.
Murillo advierte que, para reducir las desigualdades dentro del sistema educativo, es esencial asegurar que todas las escuelas ofrezcan el plan de estudios completo, lo que permitiría sentar bases más sólidas para el aprendizaje a largo plazo.
Enseñanza del inglés y otras materias
Otro aspecto crítico señalado por la Contraloría es la enseñanza del idioma inglés en preescolar y primaria. En 2023, solo el 12,5% de los estudiantes de Interactivo II (último año de preescolar) y el 27,9% del ciclo de Transición en instituciones públicas recibieron clases de inglés. Este porcentaje es aún menor en las zonas con bajo Índice de Desarrollo Social, con una cobertura por debajo del 21%.
En educación primaria, la situación no mejora significativamente. Mientras que el 96,2% de las escuelas privadas ofrecen clases de inglés, solo el 23,7% de las unidocentes y el 35,5% de las escuelas indígenas cuentan con esta asignatura en su plan de estudios.
La Contraloría insta al MEP a mejorar su capacidad de gestión y adaptar sus servicios a las diferentes realidades sociales del país. El cierre de estas brechas educativas es fundamental para garantizar la igualdad de oportunidades y fortalecer el pacto social a través de una educación de calidad.
