CCSS enfrentará RUINA financiera para pensiones en 23 años
La Caja Costarricense de Seguro Social (CCSS) se enfrenta a una crisis de solvencia que podría dejar sin fondos para pagar pensiones a partir del año 2047, según un reciente informe actuarial del Régimen de Pensiones de Invalidez, Vejez y Muerte (IVM). El documento, presentado a la junta directiva, revela un preocupante déficit de ¢74,6 billones que pone en riesgo el futuro del sistema de pensiones.
De acuerdo con el análisis, el IVM comenzará a enfrentar serios problemas financieros en aproximadamente 20 años, y para antes de 2050, ya podría tener dificultades para cumplir con todos los pagos a sus beneficiarios. El informe indica que el sistema solo podrá cubrir el 56,1% de las pensiones prometidas, dejando un 43,9% sin financiar hasta el año 2121.
Una posible solución para mitigar esta crisis sería que el Estado saldara la deuda acumulada con la Caja, que ha aumentado en más de ¢1 billón durante los primeros dos años de la administración de Rodrigo Chaves. Carolina González Gaitán, directora de la Dirección Actuarial, subrayó la importancia de que el gobierno cumpla con sus obligaciones financieras: “Si el Estado logra pagar la deuda y cumplir con sus responsabilidades anuales de manera oportuna, eso daría un respiro significativo al IVM, mejorando su situación financiera a corto plazo y extendiendo la suficiencia de los ingresos.”
La situación del IVM se ha visto afectada por varios factores, incluidos los cambios recientes en el reglamento para la pensión anticipada. Desde el 11 de enero, se han implementado nuevas reglas que eliminan el beneficio de pensión anticipada sin costo para los hombres y elevan la edad para las mujeres a 63 años, con 405 cotizaciones. Estas medidas fueron justificadas en su momento como necesarias para fortalecer las finanzas del IVM, y aunque han dado algo de alivio, la crisis persiste.
Actualmente, Costa Rica cuenta con 372.671 jubilados bajo el régimen del IVM, de los cuales unos 143.000 reciben pensiones mínimas. Marta Esquivel, presidenta ejecutiva de la CCSS, ha reconocido la gravedad del problema y ha llamado a una reforma integral del sistema de pensiones. “Desde hace una década, hemos estado utilizando las reservas del fondo. Este año, los aportes de las empresas del Estado permitirán ajustar las pensiones de los jubilados, pero esto es un asunto que requiere la atención de todos”, afirmó Esquivel.
El informe destaca que el envejecimiento de la población es uno de los factores clave detrás del déficit. En 1970, había 30 cotizantes por cada pensionado, pero para 2024, la proporción ha disminuido a cinco y se proyecta que en 2121 será de solo 1,6 contribuyentes por cada jubilado. Con estos datos en mente, se espera que se tomen medidas urgentes para reformar el sistema y asegurar su viabilidad a largo plazo.
