Abogados respaldan medida que busca restringir viajes en moto para combatir sicariato
El Colegio de Abogados y Abogadas de Costa Rica ha expresado su apoyo a una controvertida propuesta de ley que pretende imponer restricciones al uso de motocicletas. El proyecto, impulsado por el diputado Alejandro José Pacheco del Partido Unidad Social Cristiana, busca prohibir temporalmente que dos hombres viajen juntos en una moto en determinadas zonas y horarios, como parte de una estrategia para frenar el sicariato en el país.
Este proyecto de ley, identificado bajo el expediente N.° 24.137, establece que las autoridades podrían aplicar estas restricciones por un periodo de hasta un año, con la posibilidad de extenderlo una sola vez por el mismo lapso, siempre y cuando se justifique por razones de seguridad. De acuerdo con Pacheco, esta medida ofrecerá a los cuerpos policiales una herramienta más para enfrentar el creciente problema de la violencia y el crimen organizado.
Apoyo desde el ámbito jurídico
El respaldo del Colegio de Abogados a este proyecto ha generado reacciones mixtas. La entidad afirma que esta restricción contribuirá a mejorar la seguridad vial, al mismo tiempo que facilitará la lucha contra la criminalidad. Para los juristas, la medida no solo tiene un enfoque preventivo en términos de accidentes, sino que también apunta directamente a frenar los delitos relacionados con el uso de motocicletas, que se han convertido en un medio frecuente en actividades delictivas como el sicariato.
Detalles de la propuesta
El proyecto plantea que la restricción se aplique en zonas específicas del país y durante ciertos horarios, lo que permitiría a las autoridades adaptar la medida según las necesidades de seguridad de cada región. Además, la prohibición podría implementarse de forma temporal, con la posibilidad de ser renovada por un segundo periodo, siempre bajo la supervisión de las autoridades correspondientes.
La iniciativa no ha estado exenta de debate. Si bien muchos ven esta propuesta como una forma efectiva de reducir el crimen, otros consideran que podría generar inconvenientes para quienes utilizan motocicletas como medio de transporte cotidiano. A pesar de esto, el Colegio de Abogados insiste en que la medida es necesaria para garantizar una mayor seguridad en las vías del país.
Este proyecto de ley, que aún se encuentra en proceso de discusión, podría marcar un antes y un después en la forma en que se regula el uso de motocicletas en Costa Rica, convirtiéndose en una herramienta clave en la lucha contra el sicariato.
