Aumenta la Preocupación por Abuso de Permisos en la CCSS: Funcionarios Ausentes Durante Años
Recientes denuncias han puesto en el centro del debate un presunto abuso en el uso de permisos con goce de salario en la Caja Costarricense de Seguro Social (CCSS). Según el Dr. Douglas Montero, director del Hospital México, uno de los casos más alarmantes involucra a un funcionario que lleva ya dos años sin presentarse a trabajar, aprovechando los beneficios otorgados por la normativa de la institución.
El Dr. Montero y otros directores de hospitales han expresado serias preocupaciones sobre el impacto de estos permisos en la calidad del servicio. De acuerdo con un informe de la Auditoría Interna, se han detectado 113 funcionarios que han recibido al menos 50 permisos de este tipo. Estos permisos, que permiten ausentarse por 4 u 8 horas para acompañar a familiares a citas médicas, han generado disconformidad entre el personal de salud.
Los 12 directores médicos consultados han señalado que estos permisos están afectando seriamente la prestación de servicios. Un 83% de ellos afirma haber experimentado problemas derivados de este abuso, mientras que un 75% considera que se debe revisar y modificar la normativa actual.

La Dra. Rosa Izaguirre, directora de Enfermería del Hospital Nacional de Niños, ha resaltado que a pesar de la corta duración de las citas, muchos funcionarios utilizan el día completo de permiso. Esto ha llevado a una carga adicional en el personal y problemas con la cobertura de servicios.
Laura Jiménez, del área de Recursos Humanos del mismo hospital, ha mencionado que los sindicatos defienden el derecho a un día completo de permiso, incluso cuando la cita médica es breve. Esto ha generado situaciones en las que se presentan documentos falsificados para justificar permisos.
El Dr. Montero concluye que el abuso de esta normativa es preocupante y afecta gravemente la calidad del servicio y la atención a los pacientes, especialmente en áreas cruciales como anestesiología. A pesar de las quejas y las evidencias, la respuesta de las Gerencias aún no ha sido efectiva.
La CCSS aún no ha emitido una respuesta oficial a las acusaciones y se espera una reacción por parte de las autoridades para abordar estas preocupaciones.
