Experto recomienda que el bono de vivienda no debería ser gratuito y se debería cobrar a los beneficiarios
La ministra de Vivienda apoya la recomendación.
Durante la discusión de un proyecto de ley ante los diputados, que tiene como objetivo fusionar el Instituto Nacional de Vivienda y Urbanismo (Invu) y el Ministerio de Vivienda y Asentamientos Humanos (Mivah), la ministra de Vivienda, Jessica Martínez Porras, aceptó que el bono de vivienda no debería ser regalado, ya que una gran mayoría de las familias podrían hacer una devolución.
Esto después de que la diputada Pilar Cisneros, le consultara a la ministra sobre qué opinaba de las declaraciones que hizo un experto sobre el bono de vivienda que no debería ser gratuito y se debería cobrar a los beneficiarios.“Absolutamente de acuerdo, los bonos, el subsidio no puede ser del 100%. Hay algunas excepciones, algunas familias que por su condición social no pueden pagar una retribución, pero la gran mayoría de las familias pueden hacer una devolución del bono”, respondió Martínez.
Por su parte, el diputado del Partido Liberación Nacional (PLN), Danny Vargas, le mencionó a la ministra, que estaría de acuerdo en que el bono se tenga que retribuir de alguna manera, asimismo, le consultó si no han pensado en bajar la intervención financiera para las familias que buscan un crédito para hacer su vivienda.
“En el mejor de los casos hay un 5% en gastos de formalización, y ya eso es para mucha gente inalcanzable. Es imposible una política de vivienda, donde de entrada el 5% es de gastos administrativos”, afirmó.
Además, Vargas considera que el país debería tener una tasa de interés diferenciada para la vivienda, esto sin centrarse únicamente en las familias vulnerables y olvidándose de las personas de clase media.
Por su parte la jerarca Jessica Martínez, afirmó que esas preocupaciones han sido tomadas en cuenta y se valorarían para incluirlas en el proyecto de ley.
El bono familiar de vivienda es un subsidio o donación que el Estado, en forma solidaria, otorga a las familias de escasos recursos económicos, clase media, personas con discapacidad, mujeres jefas de hogar y ciudadanos adultos mayores, para que unido a su capacidad de crédito, solucionen sus problemas de vivienda.
