Diputados aprueban, en primer debate, patrocinio de bebidas alcohólicas en el deporte
La iniciativa recibió 20 votos a favor y 19 en contra.
Los diputados de la República aprobaron, en primer debate la tarde de este martes, el proyecto de ley que pretende legalizar el patrocinio de bebidas alcohólicas en el deporte.
La iniciativa fue aprobada con 20 votos a favor y 19 en contra. El segundo debate se realizará el próximo martes 19 de octubre.
Vallas publicitarias en estadios y gimnasios, rotulación de uniformes y hasta medios de transporte podrían utilizar la publicidad de este tipo de bebidas alcohólicas.
La propuesta prohíbe el uso de marcas o nombres de bebidas con contenido alcohólico en uniformes deportivos de ligas menores.
Una propuesta similar del diputado del Partido Unidad Social Cristiana (PUSC), Erwen Masís, fue aprobada en primer debate en noviembre del año anterior con 29 votos a favor y 9 en contra, pero tras una consulta a la Sala Constitucional, se encontraron vicios de procedimiento y fue devuelta al Congreso.
Fondo Nacional para el Deporte de Alto Rendimiento
Con esta iniciativa del ley también se busca crear un Fondo Nacional para el Deporte de Alto Rendimiento.
Será el Instituto Costarricense del Deporte (Icoder) el encargado de la administración de los recursos del fondo.
El fondo será financiado con recursos de dos fuentes: las transferencias y donaciones que instituciones públicas y privadas realicen a favor del Fondo y un impuesto que recaerá sobre los recursos pagados por contratos de servicios de publicidad, propagandas o patrocinio en actividades, eventos, artículos deportivos de las personas físicas o jurídicas que produzcan comercialicen o distribuyan bebidas con contenido alcohólico.
Estos recursos se depositarán en las cuentas del Icoder y serán administrados mediante una cuenta separada.
15 días hábiles después de recibir los recursos, el ente gubernamental, los trasladará y distribuirá de la siguiente manera:
5% al Comité Olímpico Nacional de Costa Rica.
1% a los Comités Cantonales de Deporte.
1% al Comité Paralímpico Nacional de Costa Rica.
1% al Instituto Costarricense del Deporte y la Recreación (Icoder), quien deberá elaborar y ejecutar acciones destinadas a prevenir la violencia intrafamiliar. Estas acciones del Icoder deben estar coordinadas con el Instituto Nacional de la Mujer (lnamu), el Patronato Nacional de la Infancia (PANI) y el Consejo Nacional de la Persona Adulta Mayor (Conapam).
